This is after BOC Commissioner Isidro Lapena issued a memorandum last September 28, 2017 suspending the implementation of the Customs Modernization Tariff Act (CMTA) until March 31, 2018.
The CMTA carried with it certain provisions which set parameters for Balikbayan shipments and who was qualified to send them so they can avail of tax exemptions. It was enacted, not just to prevent revenue loss which comes when balikbayan boxes are shipped abusively or inadvertently, but also to simplify clearance procedures and adopt clear and transparent customs rules, consistent with international standards.
