Motorists urged to verify notices, use official payment channels, and beware of online scams
Metro Manila, Philippines — With the reimplementation of the No Contact Apprehension Policy (NCAP) in Metro Manila effective October 5, 2026, motorists are encouraged to familiarize themselves with the proper procedures for receiving, verifying, and responding to a Notice of Violation (NOV).
The public is reminded that the official NCAP Notice of Violation from local government units (LGUs) is sent via physical mail or courier to the address of the registered owner on record with the Land Transportation Office (LTO). Any text message, email, or messaging app notification claiming to issue an NCAP violation and containing a payment link should be treated as a scam.
Motorists are advised not to click on suspicious links or disclose personal information, bank details, e-wallet credentials, or one-time passwords (OTPs) in response to unsolicited messages.
Check the details of the Notice of Violation
Upon receiving an NOV, motorists should carefully review the information provided, including the date, time, and location of the alleged violation, the specific traffic offense, and the corresponding fine based on the standardized rates outlined in the Metro Manila Traffic Code of 2023 (Single Ticketing System).
The notice includes screenshots of the incident and a QR code that can be scanned using a mobile phone camera to view video footage of the alleged violation.
Pay only through official channels
Motorists who confirm their violations may follow the payment instructions provided in the NOV. A designated QR code found in the NOV may be used to access the authorized online payment methods, allowing motorists to settle their fines conveniently.
The public is reminded to use only official LGU payment channels and to avoid clicking payment links sent through unsolicited text messages, emails, or private messages.
If the fine remains unpaid and no formal protest is filed within 10 working days of receiving the NOV, an alarm will be placed on your vehicle’s record in the Land Transportation Office (LTO) system. This active alarm will prevent you from renewing your vehicle’s registration, transferring ownership, or processing other LTO transactions until the violation is completely resolved. You may still pay your fine even after the LTO alarm has been triggered.
Right to Contest a Violation
If the motorist believes there is a valid ground to contest the violation, a formal protest may be filed in person or online by scanning the QR code found in the NOV or visiting the LGU NCAP portal. Protests must be filed within the prescribed period of 10 working days upon receipt of the NOV to avoid triggering an LTO alarm on the vehicle. Motorists are encouraged to prepare the necessary supporting information and comply with the portal’s submission requirements.
Keep vehicle registration records updated
Motorists are reminded to keep their vehicle registration details and addresses up to date with the LTO. Buyers of secondhand vehicles should ensure ownership is officially transferred and records accurately reflect the current owner’s details. Keeping these records updated helps ensure that official notices are delivered to the appropriate recipient and reduces the risk of missed notifications.
By understanding the NCAP process, using authorized payment and protest channels, and remaining vigilant against scams, motorists can better protect themselves while fulfilling their responsibilities on the road. Motorists are likewise encouraged to observe traffic regulations at all times to promote safer, more disciplined, and more responsible road use.
