Quezon City second district Councilor Ranulfo Ludovica drafted an ordinance to authorize QC Mayor Herbert Bautista to acquire rice from the National Food Authority for the purpose of preparing for relief operations if in case the city will come into a state of calamity.
As reported on the Philippine Daily Inquirer, “Under the draft filed by second district Councilor Ranulfo Ludovica, the mayor would no longer have to ask for the council’s approval whenever he needs to purchase rice from the NFA when calamity strikes.”
Last December 13, 2013, Mayor Bautista requested the city council to give priority is the passing of the Memorandum of Agreement with NFA which he signed last June 25, 2013. This is on purchasing rice from NFA in case that the state of calamity is declared wither by the local legislative body or the office of the President.
